The secret behind the state terror was the “principalship”. The “principalship” was covered by the lack of municipal inspection. Departments, ministers and local mayors knew about the state´s cruel lack of care. Through neglect, economic policy and pro forma inspection, cities saved money. Ultimately, the abused children became a burden on society. Social care was turned in a humane direction. Behind the state terror stood the politicians and carried out the will of the people: It was no longer modern to kill children. Instead, they gave them so miserable conditions that many took their own lives.
